Dual-use AI

In short

Dual-use AI means AI that can be used for good or for serious harm with little change. A tool built to find new medicines, fix software bugs or teach biology could also help someone design poisons, break into computers or make weapons.

Urbina, Lentzos, Invernizzi and Ekins, "Dual use of artificial-intelligence-powered drug discovery", Nature Machine Intelligence, March 2022, brought the term into mainstream AI debate1.

"Dual use" describes technology that can serve both helpful and harmful ends. AI raises the problem sharply because one general model can do many different tasks, and the same knowledge that helps a doctor or engineer can help an attacker.

The clearest demonstration came in 2022. Researchers at Collaborations Pharmaceuticals, a drug discovery company, took a model normally used to avoid toxic molecules and reversed its goal for a presentation at the Spiez Convergence conference, a Swiss government series on chemical and biological weapons risks1. In under six hours, it generated 40,000 molecules that scored within their toxicity target, including the nerve agent VX and other known chemical warfare agents1. The authors said there had been little prior discussion of this risk in their field1.

A 2018 report by 26 authors had already surveyed how AI could be misused in digital, physical and political attacks, and how to forecast and prevent such misuse2.

In October 2023 a US executive order defined a "dual-use foundation model" as a broadly trained model with at least tens of billions of parameters that could substantially lower barriers to making chemical, biological, radiological or nuclear weapons, enable powerful cyber attacks, or evade human control3. That order was revoked on 20 January 20254.

Labs now test frontier models for these risks before release. Anthropic, for example, added extra safeguards for Claude Opus 4 because it could not rule out that the model gave meaningful help with such weapons5.

Example

An AI model that reads scientific papers can help a student revise for A-level biology. The same skills, pushed further, might help someone with bad intentions plan how to grow a dangerous pathogen. That is why labs restrict some biology questions5.

Why it matters

Most of the serious safety debate about AI is about dual use: how to keep the benefits of powerful, general tools without handing dangerous abilities to anyone who asks.

Questions people ask

What is a dual-use foundation model?

A term from US Executive Order 14110 of October 2023: a large, broadly trained AI model that could seriously help with weapons of mass destruction, cyber attacks or evading human control3. The order was revoked in January 2025, but the phrase is still widely used4.

Can AI really help make chemical weapons?

Researchers showed in 2022 that a drug discovery model, with its goal reversed, proposed known nerve agents such as VX and many new candidates predicted to be highly toxic, in under six hours1. They did not make any of the molecules, and said some chemistry expertise is still needed, but warned AI "dramatically" lowers technical thresholds1.

How do AI companies deal with dual-use risk?

Through testing and safeguards. Anthropic, for example, uses targeted measures to limit misuse of Claude for chemical, biological, radiological and nuclear weapons, and tighter security for model weights5.
